What you'll be doing The DES Capitol Security Office provides security operations, security infrastructure, physical security systems, investigative support, security risk assessments, facility security design, and delivery of security training and exercises for the Capitol Campus.
Tasks to include providing robust physical security infrastructure and technology services (i.e., video surveillance, access control, duress, crisis communication, intrusion detection).
This position leads a team of Capitol Security System Technicians supporting electronic access control, physical access control, duress systems, video surveillance cameras and our video management platform, performing installations, configuration, maintenance and repair. When not performing supervisory functions, this position will directly perform installations, configurations, maintenance and repair. This position also provides investigation and security operations support to the Capitol Security program and Law Enforcement entities.

Within DES, the Division of Capitol Security & Visitor Services (CSVS) is responsible for delivery of a comprehensive program of safety, emergency management, security, public space management, and visitor services for the 468-acre capitol campus. These responsibilities are performed under the authority of RCW 43.19.125 which establishes DES as having custody and control of the capitol buildings and grounds.

Some of the things you'll be doing:
Supervision of Capitol Security System Technicians:
Collaboratively work with the Chief Enterprise Security Manager to ensure alignment of the daily work of Capitol Security System Technicians with the strategic direction and objectives of the Capitol Security Office.
Collaboratively work with the CSVS Management Analyst to ensure the daily work of the Capitol Security System Technicians is in alignment of CSVS customer service objectives.
Daily collaboration with Capitol Security System Technicians, supporting their success in delivery of prioritized planned and unplanned work.
Install, maintain, troubleshoot and operate the Capitol Security physical security systems, including the enterprise video management, electronic access control systems, duress, as well as performing work on locks and associated door hardware. Review construction and project documentation, ensuring compliance with CSVS and DES campus construction standards. Provide timely and accurate stakeholder communication of Capitol Security work orders, project work, and reimbursable estimates. This includes:
Connecting end devices to network switches and connections to the DES owned fiber optic network.
Consultation and collaboration with Capitol Security IT partners.
Software configuration of Genetec Security Center:
Network Storage Manager and video pool configurations
System schedules (doors and holidays)
Floor plans and graphics configuration
Analytics and alarm management
Maintain video storage to maintain compliance with the Secretary of State’s retention requirements. Provide evidence quality video records to law enforcement and Security Partners as required to accurately document activities on the Capitol Campus and off-campus locations served by CSVS.
Installation, maintenance and/or repair of surveillance cameras, card readers and all associated hardware and power supplies. Includes the use of powered lift equipment and ladders in a safe manner. Mounting consistent with historical buildings requirements.
Support Physical Access Control systems, to include installation and maintenance of building door hardware and locksets:
Directly support Capitol Campus physical lock and key design strategies and control processes and standards required to maintain rigorous and effect campus security.
Provide project specifications for doors, door hardware and locksets
Respond to request for services for:
Locks requiring service and maintenance
Routine preventive maintenance
Install and configure/pin key cores
Cut keys according to lockset configurations and key assignments
Provides subject matter expertise for construction standards on door hardware and locksets
Record Keeping/Key Tracking/Key Audits
Maintain accurate records of all assigned keys to state employees, contractors and vendors
Perform agency and/or employee/contractor/vendor key audits when requested by the Physical Security Manager or Director of Capitol Security & Visitor Services
Implement schedule or routine audits for Capitol Campus agencies
Operation and support of key management systems
Perform security and event operations to include:
Performing building and/or campus wide security condition level changes.
Operations of the video management system during major events and incidents to ensure the safety and security of attendees, employees, and the general public.
Archive and export video from the video management system in support of criminal activities and state agency actions.
Barrier deployment and associated support services.
Combination of education and recent, relevant experience totaling 6 years. Qualifying experience includes installing, maintaining, and operating commercial physical security systems and locks/door hardware as a physical security technology technician in at least one of the following areas:
Commercial top-tier electronic access control systems.
System administration, configuration and operational management of electronic access control systems.
Installation, maintenance and repair of card readers, electric strikes, access control power supplies, door position switches and associated cabling.
Commercial top-tier video management systems.
System administration, configuration and operational management of video management systems.
Installation, maintenance and repair of video surveillance cameras, Power over Ethernet injectors, power supplies
Demonstrated understanding of focal lenses.
Demonstrated understanding of proper placement of video surveillance cameras.
Commercial top-tier duress/panic systems.
System administration, configuration and operational management of duress/panic systems.
Installation of control panels, alarm key pads, buttons and associated cabling.
Serving large scale campus/commercial and/or industrial setting.
Installation, maintenance and repair of a variety of door hardware.
Demonstrated expert knowledge of:
Maintaining multiple key systems.
Key management software.
Current and old door hardware and functions.

Efficient in use of various volt meters and other test equipment.
Certification and/or three years of experience in Genetec Security Center
Knowledge of current security technology trends and their application to public space and privacy protections.
Electrician or low voltage certification.
Information and technology skills to include:
Networking layer 2 and 3, network installs and troubleshooting
