Summary of Duties: Under general supervision, the Transportation Engineering Technician, Senior, provides technical support for the traffic engineering efforts of the City, including various types of traffic analysis and is responsible for maintaining various transportation systems and developing construction plans for traffic signals and roadway improvements. The incumbent may also give work direction and training to assigned staff. Distinguishing Characteristics: This is the advanced journey-level classification in the Traffic Engineering Technician series. The incumbent plans detailed methods to attain desired objectives working within established policy. Methods require use of initiatives and resourcefulness in developing processes and procedures. Works under indirect supervision, conferring with supervisor on unusual matters. Minimum Qualifications: Knowledge of: Traffic engineering operations theory, principles, and practices including safety requirements; graphic design using GIS, CADD or comparable software; Texas Department of Transportation rules and regulations regarding street design, traffic performance studies, and traffic safety/operations standards and practices; signal construction and design. Skill in: Reading and interpreting contractor’s plans to determine compliance to adopted transportation standards and City ordinances; using computer software including GIS and CADD to create graphic presentations; collecting, compiling, and reporting traffic performance; responding courteously and effectively to complaints regarding traffic safety and operations; performing tasks in a timely manner, to use sound judgment to arrive at effective solutions, and to work without direct supervision. Education: High school diploma or GED equivalent with thirty (30) semester hours of college-level engineering coursework preferred including courses in Transportation Engineering, computer software and operation, and CADD. Experience: Three (3) years of experience in traffic engineering operations with experience in signal design, construction, traffic signal timing, traffic systems, traffic performance studies, and/or similar preferred. Any work related experience resulting in acceptable proficiency levels in the above Minimum Qualifications is an acceptable substitute for the above specified education and experience requirements Licenses and Certifications: Texas Class C driver’s license (must obtain within 30 days of hire per state law). Conditions of Employment: Must pass a drug test, driver license check, criminal history background check, periodic CJIS background check (for positions requiring access into Police buildings) and social security number verification check. Physical Demands and Working Conditions: Must possess mobility to work in and around City streets, intersections, and alleys, to operate a motor vehicle and drive on surface streets; strength, stamina, and mobility to perform light to medium physical work, and to operate varied hand and power tools and equipment; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone or radio. The job involves fieldwork requiring frequent walking in operational areas to identify problems or hazards. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard, calculator, and operate above-mentioned tools and equipment. Positions in this classification bend, stoop, kneel, and reach when completing maintenance, installation, and repairs. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 20 pounds. Employees work in and around streets and alleys and are exposed to loud noise levels, cold and hot temperatures, and road hazards.
