*At the option of the hiring official, a candidate will be placed in one of the following Transmission Engineer levels based on education, experience, knowledge, skills, and behaviors required.
SUMMARY: Under general supervision of Supervisor, Transmission Engineering, the incumbent provides system protection engineering services for the power transmission and substation areas including maintenance, design, and construction of transmission protection systems. In addition, this individual will have project manager responsibility for the design of transmission lines, transmission substations, and transmission switch stations. Incumbent acquires and retains current knowledge for all appropriate electric utility industry regulatory requirements, regulations, laws, standards, and best practices applicable to the functional area including, but not limited to RUS, IEEE, and company standards, environmental, and NESC code. Plans and forecasts projects independently, developing practical action plans to successfully complete project goals and objectives.
ESSENTIAL DUTIES AND RESPONSIBILITIES: Include the following: Other duties may be assigned. Designs protection systems for transmission lines, substations, and switch stations according to RUS rules, procedures and/or industry best practices. Coordinates activities with consulting engineers concerning protection design. Prepares and maintains a schedule and budget for assigned projects. Provides reports on the status of project milestones and adjusts schedules accordingly. Controls expenditures within limitations of project budget. Coordinates preparation and delivery of project deliverables, design documents, and bid packages. Prepares detailed specifications for the purchase of consulting services. Reviews project design for compliance with engineering principles, standards, contract requirements, and related specifications. Evaluates and approves design changes, specifications, and drawings. Provides status and progress reports to management. Acts as project manager on transmission and substation projects. Supervises the installation of relay protection and communications equipment on the transmission system. Obtains and maintains system data and computer programs necessary to provide all information required for relay, fuses, and recloser coordination of the transmission system. Attends meetings and conferences and researches, as necessary, to keep informed of technical development in the power transmission industry. Make such fault studies as are necessary for determining relay settings. Assists technicians in the protective relay and switchboard meter testing program by calculating protective relay settings, providing field technical assistance, and by maintaining a test report file for new routine testing. Assists technicians in trouble shooting and problems that involve a special knowledge of test equipment and systems operation. Assists department by sizing line switches and other interrupting devices on the transmission system. Supervises the installation and testing of electrical and electronic equipment on the transmission system. Designs protective relay and instrument schemes, develops schematic and wiring diagram standards, and is responsible for the installation and check out of these schemes. Ensures the compliance of requested shifts in workload priorities to support departmental needs in areas of determined necessity.
