CLASS TITLE: ASSISTANT COUNTY ENGINEERPS454 DEPARTMENT OF PUBLIC WORKS ENGINEERING DIVISION
GENERAL DESCRIPTION OF CLASS
The purpose of the class is to perform professional civil engineering work in the design, development, review and/or coordination of County road paving and resurfacing projects; to manage State “C” Grant funds and federal entitlement funds for transportation, drainage and sidewalk projects; to assist with other County capital improvement projects, and to perform related work as required. This class works within broad policy and organizational guidelines and does independent planning and implementation, reporting progress of major activities through periodic conferences and meetings.
ESSENTIAL TASKS
The tasks listed below are those that represent the majority of the time spent working in this class. Management may assign additional tasks related to the type of work of the class as necessary.
Performs professional civil engineering work in the design and development of County transportation and other capital improvement projects.
Supervises the work of subordinate technical staff; supervisory duties include instructing, planning and assigning work, reviewing work, maintaining standards, coordinating activities, allocating personnel, selecting new employees, acting on employee problems, and recommending and implementing employee discipline as appropriate. Reviews the work of subordinates for completeness and accuracy; evaluates performance and makes recommendations for improvement; offers training, advice and assistance as needed.
Administers assigned budget; prepares requisitions and approves pay requests / invoices; prepares financial reports as required.
Assists the Richland County Transportation Department with long-range paving and resurfacing plans for Richland County.
Receives and responds to transportation, roadway, drainage and sidewalk paving, resurfacing and other road-related requests from County citizens.
Develops requests for proposals (RFPs) for engineering design services for paving projects, resurfacing projects, road reconstruction projects, airport construction projects and traffic studies.
Develops request for quotes (RFQ’s) for abovementioned.
Prepares cost estimates, reviews proposals and construction bids and makes recommendations regarding the procurement of services.
Reviews linear utility encroachment applications for projects and under 1,007”.
Applies for grant projects for the Engineering Division.
Attends and participates in pre-bid and pre-construction meetings.
Reviews plans and specifications for paving, resurfacing, reconstruction, drainage and sidewalk and related construction activities.
Develops and designs various solutions to engineering problems; seeks alternatives to designs and submits plans for approval.
Attends County Committee and Council meetings as necessary. Administers engineering design and construction contracts.
Manages data collection and analysis activities related to the Pavement Management System and Unpaved Road Management System, using ArcGIS and other GIS applications.
Manages State “C” Grant funds and federal entitlement funds for transportation projects.
Inspects construction work in progress and at completion for compliance with established policies, procedures, regulations, codes, contracts, and standards of quality and safety.
Works with Finance and GIS to annually update the county roadway infrastructure inventory.
Maintains accurate and up-to-date project records.
Assists in coordinating projects with other County departments, other local / state / federal agencies, as well as contractors, developers, engineers, land surveyors, architects, attorneys, environmental agencies / special interest groups, and other parties as necessary.
Periodically assists in the process of updating the county ordinance and standards
Receives and responds to inquiries, concerns, complaints and requests for assistance regarding areas of responsibility.
Keeps County Engineer, Director of Public Works, Assistant County Administrator and others informed of project progress and any potential problems.
Performs general administrative work as required, including attending meetings, preparing reports and correspondence, entering and retrieving computer data, preparing spreadsheets and presentation materials, copying and filing documents, etc.
Reviews and recommends the purchase of computer software and hardware products necessary to accurately and efficiently perform job duties.
Attends professional conferences, meetings, training, seminars, etc., as necessary to maintain and enhance job knowledge and skills.
Acts as back-up to the County Engineer, ROW Agent and Transportation Technician when employees are out of office.

INVOLVEMENT WITH THINGS:
Requires the application of custom or commercial engineering or other complex software or systems; responsible for public acquisitions and construction projects, including preparing specifications for contracts for goods and services.
COGNITIVE REQUIREMENTS
REASONING REQUIREMENTS:
Requires performing work involving the application of principles of logical thinking or scientific practice to diagnose or define problems, collect data and solve abstract problems with widespread unit or organizational impact.
MATHEMATICAL REQUIREMENTS:
Requires using advanced calculus using such factors as limits, real number systems, mean values; algebraic functions including very complex functions; inferential statistics and econometrics.
LANGUAGE REQUIREMENTS:
Requires reading professional literature and technical manuals; speaking to groups of employees, other public and private groups; writing manuals and complex reports.
MENTAL REQUIREMENTS:
Requires doing professional-level work requiring the application of engineering methods in the solution of technical or administrative problems; requires extensive understanding of operating policies and procedures and ability to apply these to complex problems; or the coordination of sub professional work in these disciplines; requires continuous, close attention for accurate results and frequent exposure to unusual pressures.
VOCATIONAL/EDUCATIONAL AND EXPERIENCE PREPARATION
VOCATIONAL/EDUCATIONAL PREPARATION:
Requires Bachelor's degree or education and training equivalent to four years of college education in civil engineering or closely related field.
SPECIAL CERTIFICATIONS AND LICENSES:
Must possess a valid state driver’s license.
Must possess or obtain Professional Engineer registration in the state of South Carolina within six months of hire date.

EXPERIENCE REQUIREMENTS:
Requires over four years and up to and including eight years.

Requires light work that involves walking or standing much of the time and involves exerting up to 20 pounds of force on a recurring basis, or skill, adeptness and speed in the use of fingers, hands or limbs on repetitive operation of mechanical or electronic office or shop machines or tools within moderate tolerances or limits of accuracy.
ENVIRONMENTAL HAZARDS:
The job may risk exposure to bright/dim light, dusts and pollen, extreme heat and/or cold, wet or humid conditions, extreme noise levels, vibration, fumes and/or noxious odors, traffic, moving machinery, electrical shock, heights, toxic/caustic chemicals.
SENSORY REQUIREMENTS:
The job requires normal visual acuity and field of vision, hearing and speaking abilities, depth perception and color perception.
