To provide supervisory oversight in a variety of field metering areas including but not limited to meter installation, resource scheduling, AMI system metering & maintenance and power quality.
Major Duties & Responsibilities
Supervises Meter Technicians in the planning and scheduling of: The capture of energy data in support of SMUDs Customer Operations through the installation, maintenance, testing, calibration and repair of SMUDs metering systems and associated equipment; the preparation of studies for advanced metering and electronic concepts; the installation, maintenance, testing, calibration and repair of meters and associated equipment including the installation and maintenance of time-of-use, time-of-day metering and solid state recorders, processor programmers and readers, hand-held programmers and readers and other equipment; maintaining meter history and meter information systems; maintaining an inventory control system for meters and associated equipment; and coordinating information with other SMUD departments; maintenance and testing of SMUDs Advance Metering Infrastructure including regular upgrade and regression testing of SMUDs AMI firmware and hardware (UIQ, FCS, IEE); collaborate with SMUDs IT group during regression testing for overall AMI network performance; collaborate with SMUDs Telecommunication group in the maintenance of SMUDs AMI communication network.
Collaborates in the development, evaluation and award of bid solicitations and request for proposals and in the material ordering for all metering and services and associated equipment and collaborating in the ordering of meters and accessories
Collaborates with Service Dispatchers in; retrieving and organizing work request notifications including disconnects, reconnects, power quality monitoring from SMUDs Customer Operations group and other SMUD work groups. Contact affected customers and schedule Field Metering resources to complete the work; address customer concerns related Field Metering activities; coordinate SMUD trouble shooter activities with Distribution System Operations in support of Field Metering Activities.
Supervises meter disconnect and reconnect processes in support of SMUDs Customer Operations and in accordance with SMUDs policies and procedures, rules and regulations and local codes and ordinances.
Responsible for CIP compliance for BES and BCA; verifies compliance with SMUD Electric Service Requirements by reviewing and approving drawings and granting or denying variance and interaction with contractors, electricians, manufacturers and local inspection authorities. Documents procedures, maintains and updates as necessary.
Responds to complex customer concerns, requests and/or agitated customers referred from supervisors or staff by exhibiting strong customer relations skills and knowledge of SMUD policies on services, rates, rules, and regulations.
Provides direction and training to subordinates for completion of assigned tasks by administering SMUD policies; planning, coordinating, prioritizing, evaluating and adjusting work functions, practices, and schedules; monitoring daily operations to ensure overall work quality, quantity and efficiency following established procedures and standards; ensuring staff safety and implementation of safety policies and practices in the work unit and environment; assisting subordinates as required; coaching, giving performance feedback, and identifying and resolving staff deficiencies; providing recommendations to management on staffing, discipline and termination actions, and staff training and development; and performing ongoing, assigned operational tasks.
Assists in developing and administering the unit OandM and Capital budget by monitoring budget expenditures in area of responsibility against plan; participating in identifying and reconciling budget anomalies; monitoring and revising schedules, expenditures and assignments as warranted; reviewing end-of-year budget results; developing area-of-responsibility budget recommendations for the next fiscal year; and participating in the review of preliminary unit budget recommendations and the 3 year Operations Plan.
Education: High school diploma or equivalency.
Experience: Five (5+) or more years of progressively responsible relevant work experience in metering installations, maintenance and repair of commercial, industrial and residential meters. Two (2) years of relevant work experience as a lead/supervisor in training and mentoring of other staff.
Knowledge of: Safety policies, practices and procedures; standard operating procedures for modern office equipment including a computer and applicable software; English grammar, punctuation and vocabulary standards; methods and techniques for training staff; policies and procedures for evaluating and recording performance results; policies and procedures for recruiting, screening and hiring; methods and techniques for record keeping; principles and practices for delegating, prioritizing, assigning and reviewing work assignments; techniques related to customer relations; principles and practices for budget administration; principles; techniques and practices for problem research and resolution; techniques and practices related to negotiations and compromise; principles of complex mathematics, algebra, and geometry; principles of trigonometry and calculus; principles and practices for contract management; procedures and practices for overseeing contractors/consultants work activities; methods, material, equipment and procedures related to metering, testing, installation, maintenance, repair and calibration of different types of metering equipment; design concepts and criteria for metering equipment; theory of electricity and electronics; SMUD policies and procedures related to electrical service requirements; federal, state and local laws, codes and regulations governing meter installation; SMUD policies and procedures related to rates, rules and regulations.
Skill to: Utilize a personal computer and/or computer terminal, systems and software relevant to the job; communicate effectively orally and in writing internally/externally; establish and maintain effective working relationships internally/externally; coach, mentor, motivate, influence, challenge and develop subordinate staff; coordinate the work of the function or unit with other SMUD entities; initiate, maintain and oversee adherence to safety policies and procedures; interpret and apply SMUD policies procedures, applicable MOU and/or other special agreements; plan, organize, direct, control, and review the work of others; prepare performance plans and evaluations for staff; identify and assess training needs for staff; serve as reference person for other employees; respond to and resolve customer issues, concerns and needs; apply applicable laws, codes and regulations; interpret, analyze and apply pertinent policies, procedures, regulations and requirements; schedule and prioritize own work assignments to meet expected timeframes; perform complex mathematical calculations; read and interpret plans, diagrams, manuals and specifications; plan, organize, prioritize and schedule projects; provide on-the-job training.
Experience composing and delivering employee reviews.
Experience creating and implementing quality training.
Knowledge of SMUDs service requirements as well as EUSERC requirements.
