The Water Resources & Civil Infrastructure Group within Sustainability & Energy Management in LBRE is responsible for operation and maintenance of roads, bridges, dams, storm drainage, sanitary sewer, and the water distribution systems and is currently recruiting for a newly created Business Analyst position.
The Water System Technician Trainee will be placed in a 24-month training program within the Water Shop. This position reports to the Water Systems Operations Supervisor, who manages the Water Shop in the Water Resources and Civil Infrastructure Group in the department of Sustainability and Energy Management (SEM). The Water System Technician Trainee will work with and under the direction of the shop's Water System Technician Lead and other Technicians to learn to operate and maintain the water systems on campus. The University's water systems are: domestic water for fire and potable services, lake water for irrigation, recycled water for building non-potable use, hot water for building heating, chilled water for building cooling, sanitary sewer, and storm drainage.
The Water System Technician Trainee's work involves assisting in operation and maintenance, water quality sampling and testing, instrumentation and controls, and both construction and inspection of construction on these systems. Operation and maintenance involves installing, testing, servicing, cleaning, repairing and replacing system components such as valves, meters, pressure regulators, manholes, catch basins, water, sewer and storm drain pipelines, automatic flume gates, backflow prevention assemblies, well pumps, circulation and booster pumps, filters, chlorination facilities, recycled water facilities, and controls, and responding to customers' calls about pressure, taste, odor, leaks or blockage problems. Water quality monitoring involves both drawing samples for state certified lab analysis and in-house analysis for reporting of state and federal required samples including chlorine, bacteriological, and other sampling as needed. Water systems construction involves reading system maps and construction drawings, locating lines, verifying materials and overseeing installation, testing and disinfection. Assisting with instrumentation and controls related work entails configuring, installing, operating, maintaining, repairing, troubleshooting, obtaining daily and monthly readings and analyzing data from meters and instrumentation, recording, data logging & display, and controls equipment on the water distribution systems, hot and chilled water systems, wastewater collection, storm drainage collection system components and creek monitoring stations, including electronic, mechanical, electro-mechanical, pneumatic, hydraulic, analog and digital recording devices, and air valves, pressure regulators, and other flow control and recording devices. The effort entails fieldwork on the hardware, meter repair, installation, digital and analog leak detection surveys using electronic correlators, sonic devices, meggers, and other devices, and data/communication infrastructure as well as office work on data transmission, collection and analysis. The technician trainee in this position will also assist in operation and maintenance the Sewer and Drain systems, including: operating sewer cleaning and cable machines, cutting and threading pipe using hand tools and machines, joining pipe by soldering and clamping, tapping water mains, cleaning grease traps, hoods, blowers, and water fountains, exercising valves and blowoffs, installing short sections and connecting to existing lines with valves and fittings, repairing fire hydrants, caulking water mains, and using plumber's tools such as pipe threader, pipe bender, pipe cutter (hand and power), and torch for heating. Work may include other duties as assigned.
Technical: Must have some working knowledge and experience with water systems operation and maintenance of the systems components described above, have a valid and current CA driver's license Class B (required to operate sewer/ storm truck), have computer literacy for system operations, time reporting, word processing, and work order processing.
In addition, must have the ability and commitment to obtain within 2 years:
CA State DHS Grade 2 water distribution certificate
Ability/availability: Must be willing/available to respond to emergency calls any hour of the day or night, and able to work in any kind of weather for hours at a time to address any water, sewer or storm system emergency; must be willing/able to wear a respirator and pass annual pulmonary function medical and auditory testing, fitness testing and training; must be willing/able to wear personal protective equipment (hard hat, gloves, apron, welding hood, safety shoes, safety glasses, and hearing protection).
People skills: Must possess excellent verbal and written communication skills, and be able to communicate effectively with staff, vendors and contractors; must be able to deal politely with customers affected by system problems and operations; must be able to work cooperatively with fellow staff and assertively with contractors.
Required courses and training:
The program requires that the Water System Technician Trainee enroll, complete and pass a series of correspondence classes on their own time. Additionally, the trainee must pass required examinations to obtain needed water operations certifications. The trainee is expected to maintain satisfactory or better job performance in conjunction with the coursework and certification testing process. Only satisfactory completion of each step of training described below will enable the trainee to continue employment as a Water and Systems Technician Trainee.
First six-month period: complete and pass the course titled Water Distribution System Operation and Maintenance, at the Office of Water Programs at California State University, Sacramento (CSUS) College of Engineering and Computer Science. This course is designed to train operators in the practical aspects of operating and maintaining water distribution systems, emphasizing safe practices and procedures. Topics include: the role and duties of water distribution system operators, procedures for operating and maintaining clear wells and storage tanks, components and characteristics of distribution system facilities, operating and maintaining distribution systems, maintaining water quality in the system, disinfecting new and repaired facilities as well as water delivered to consumers, and techniques for recognizing hazards and developing safe procedures and programs. Operators learn to analyze and solve problems when they occur and perform mathematically calculations commonly associated with operating a distribution system.
Second six-month period: complete and pass the course titled Small Water System Operation and Maintenance, at CSUS College of Engineering and Computer Science. This course is designed to train operators in the practical aspects of operating and maintaining small drinking water supply systems and treatment plants, with emphasis on safe drinking water supply systems and treatment plants, and safe practices and procedures. Topics covered include roles and duties of small system operators, water sources, and treatment processes. Detailed descriptions of the components of a drinking water well are presented, and operators will learn how to set up a wellhead protection program, operate, maintain and rehabilitate wells, disinfect wells and pumps, and troubleshoot operating problems. Other major topics in this program include operation and maintenance procedures for small water treatment plants, disinfection, safety, laboratory procedures, setting water rates, and how to solve water treatment plant arithmetic problems.
Third six-month period: complete and pass the course titled Backflow Prevention Assembly Tester Course given by the Foundation for Cross-Connection Control and Hydraulic Research at the University of Southern California. This course is designed to train the attendees in the intricacies of field-testing the pressure type vacuum breakers, the double check valve assemblies, and the reduced pressure principle backflow prevention assemblies. The course is comprised of a series of lectures followed by guided exercises in a wet lab area where hands-on experience provides the understanding of the field-testing methods.
Fourth six-month period: Obtain Certificates required for position of water technician.
The trainee will develop skills on and out of the job setting that will require a greater amount of supervision or guidance. Work maybe spot checked while in progress or inspected upon completion. The trainee will be evaluated every month by the Shop Supervisor. These evaluations will set to gauge knowledge.
This position is compensated in accordance with training programs guidelines as outlined inSEIU 2007 contract.
Completion of the Program:
The Water Technician Trainee is expected to complete the training requirements and meet the standards of the job within the 24-month period. Successful completion of each step of the training program is required. Trainee is expected to meet the expectations of the daily responsibilities of the job, perform all the coursework on his/her own time (except the backflow prevention training), and comply with all LBRE and University policies and procedures. A successful trainee who completes the program within 24 months will be placed in the next vacant Water Technician position. Completing the 24-month program, the trainee may stay in the position until a vacant Water Technician position is available.
