The purpose of this position is to perform complex technical duties to support the Wastewater Engineering Program. Provide support for municipal wastewater facility projects that may include small works design and construction management for equipment modifications, developing project scopes of work, conducting inspections, and conducting regulatory compliance activities. Establish and maintain systems for tracking, analysis, recordkeeping and reporting of wastewater facility and process data.
This is a full-time, regular, non-exempt position covered by the provisions of an agreement between the City and OPIEU. The schedule for this position is M-F, 8:00 am to 5:00 pm.
Design and conduct projects to research, collect and analyze information and data for the purposes of wastewater treatment plant operations improvements, system efficiencies, planning efforts and troubleshooting process or equipment issues.
Maintain physical and electronic inventory of drawings, engineering and construction records and regulatory reports for wastewater treatment plant, sewer collection and pump station systems.
Assist engineer in tracking budgets for department functions and treatment plant operations functions.
Conduct data management and analysis for the Industrial Pretreatment and Wastewater Engineering programs. Prepare reports and detailed analysis of water quality and wastewater treatment plant operational data.
Assist engineer with development and maintenance of operation and maintenance (O&M) manual for wastewater treatment plant systems; and piping and instruction diagrams (P&IDs)
Develop scope of work and project details for wastewater facility capital projects for equipment installation or modification. Create project drawings and oversee construction. Conduct project management and inspections with oversight of project engineer.
Provide regulatory support to engineer and contract operations for wastewater treatment plant NPDES and air discharge permit requirements and submittals to state and federal regulatory agencies.
Provide technical and administrative facility and wastewater process support to treatment plant personnel and conduct project management for specific regulatory requirements such as outfall inspections, lagoon solids land application and septage program.
Maintain current and advance knowledge of regulatory, technical and programs affecting the wastewater operations permits, wastewater process technology, and Industrial Pretreatment Program through training, trade publications and participation in professional organizations.
Field technical and administrative inquiries from internal and external customers regarding wastewater and pretreatment programs.
Collaborate with other City engineering departments (sewer, water, surface water, solid waste), GIS and collections operations on projects or initiatives.
Perform related duties and responsibilities as assigned.
Experience and Education
Two (2) years of related experience in wastewater operations or engineering.
Equivalent to an Associate's Degree in engineering, chemistry, environmental science or related field.
Equivalent combinations of education and experience may be considered.
Intermediate skills in Microsoft Word, Excel, Outlook, PowerPoint, and Access
Beginningskills in AutoCAD, ArcGIS or other Geographical Information Systems software or programs
Required Licenses and/or Certifications
Appropriate, valid driver’s license.
Ability to Obtain:
Transportation Worker Identification Credential (TWIC) issued by Department of Homeland Security.
