| Region Traffic Manager - Principal Executive/Manager E Roseburg or White City (ODOT17-1239oc) The purpose of this position is to plan, assign and direct the daily activities of the Traffic Unit. The position is responsible to the Region 3 Technical Center Manager for establishing and monitoring engineering design policy and procedures, assignment of resources to meet schedules and the coordination of work with other sections of the Department of Transportation and outside agencies.This position requires a highly developed professional knowledge and extensive experience in traffic engineering and operations. It requires management and supervisory skills to direct the work of subordinate professional engineers and skilled technicians. * Directly supervises personnel, manages performance, resolves disputes, motivates, develops, mentors, coaches, and trains. * Provides leadership for the unit and each program area. This is accomplished by defining how the units and each program meets the customer's and ODOT's needs and then working with the employees to define the policies and standard operating procedures. * Determines work priorities and develops strategies to achieve and implement them. * Plans, assigns, and coordinates work. Develops long range and short range staffing and work scheduling plans. Assures that Project Teams are staffed with the necessary internal and/or external resources to be successful in project delivery. * Responsible for ensuring traffic resources are scheduled to support maintenance, planning, local program, and outsourcing programs as necessary. * Monitors deadlines and completion of work to ensure schedules are adhered to. * Leads unit in developing and maintaining cooperative work relationships with other ODOT program units, regulatory agencies, cities and counties that carry out the Region's business plan by meeting with employees to coach, advise, strategize and direct behavior by demonstrating what is expected. * Is responsible for and/or delegates contract administration duties for traffic consultant services contracts within the Unit as necessary. * Actively participates on statewide leadership teams as assigned, (TOLT, HESC). Productively engages and participates as a team member and representative of Region 3. * Routine office environment. Occasional field work requires exposure to high traffic volumes. Infrequent night meetings that sometimes require overnight lodging. * Receives and responds to inquiries/complaints from highly concerned individuals.
Three years of management experience in a public or private organization which included responsibility for each of the following:
a) development of program rules and policies b) development of long- and short-range goals and plans c) program evaluation and d) budget preparation OR
Two years of management experience in a public or private organization which included responsibility for each of the following:
a) development of program rules and policies b) development of long- and short-range goals and plans c) program evaluation and d) budget preparation;
AND 45-48 quarter hours (30-32 semester hours) of graduate level coursework in management.
OR Three years of professional experience as a program/project leader,
a) assigning and reviewing work of professional staff (e.g., engineers, etc.) b) project responsibility for developing goals and objectives c) project evaluation and d) monitoring and controlling or preparing a budget.

Special Qualifications: Applicants must have a valid Professional Engineer's (PE) license in Civil, Structural, or Transportation-related engineering. AND maintain a valid driver's license and the ability to drive.
