<p>***THIS IS AN AFSCME CLERICAL BARGAINING UNIT POSITION***</p><p>Applications from current AFSCME Clerical employees must be submitted by no later than 8/15/2018 in order to be eligible for priority consideration.</p><p>As a Human Resource Technician for the Duluth Campus of the University of Minnesota, you will be responsible for supporting day-to-day operations of the UMD Human Resources Office. The technician operates within a number of human resources activities, including office management, leave of absence management, recruiting and hiring of faculty, staff and students, annual processes administration (performance appraisals, merit pay, seniority worksheets), and support of payroll processing and oversight of the personnel file management. The HR Technician will work as a liaison between administrative/collegiate units and UMD Human Resources to achieve day-to-day operational goals.<br /><br />1. Office Administration – As a member of the HR Operations team, oversee the day-to-day operation of the UMD Human Resources Department. This includes covering the front reception desk, greeting visitors to the office and directing them appropriately as well as researching, analyzing, and responding to questions and oversight of mail distribution. Respond to communications received by the general email and voicemail accounts for the department, or triage to the appropriate HR team member (Specialist, Analyst, Generalist, Consultant or Director). Order supplies, respond to technology needs, schedule complex meetings, organize details for visitors from the Twin Cities, and other operational needs as they arise. Schedule regular meetings for large groups, such as monthly Department Liaison (DL) meetings, HR Team meetings, and LMC meetings. Research files and gather data to create chronologies of events as requested by the HR Generalists, Consultant, or Director. Identify and fill in gaps for wide array of items, issues and concerns that are brought to the department. <br /><br />2. Administrative Oversight – Oversee the campus electronic personnel file system. Ensure documents are filed correctly and copies are provided as requested. Train and oversee students on filing system(s). Work with Payroll Document Analysts to ensure proper completion of paperwork. Provide day-to-day support for leave of absence administration (FMLA, Worker Compensation, sabbaticals, and other assorted leaves). Work with Department Liaisons (DL’s), HR Generalists, HR Consultant, and/or HR Director as needed. Provide support for student hiring process. Coordinate with the Payroll Document Analysts to create HR metrics, run and distribute regular reports to the HR team and other necessary individuals across campus. (Examples of reports may include: turnover, new hires, training, payroll abstracts, positions posted weekly). Oversee and maintain UMD’s recruiting and hiring system for faculty, staff and students. Oversees and processes background checks for campus. Administration of the DOT/USCG Drug and Alcohol Testing Program.<br /><br />3. Project Management – Works with HR Consultant and HR Generalists to incorporate continuous process improvement methodologies into day-to-day operations. Lead departmental projects to innovate and improve service to the campus. This includes: working with a cross-functional team to maintain and improve the new paperless HR system. Review and refine internal processes and communicate process steps consistently and in an appropriate time frame to stakeholders. Maintain a training schedule for ongoing sessions such as supervisory trainings, faculty and staff trainings, new hire orientation, and sexual assault awareness. Maintain a calendar, coordinate with Training Hub, schedule meeting spaces and other logistics. Coordinate and attend monthly Benefits Orientation for UMD new hires via ITV through Twin Cities Benefits Department. Grievance support: Maintain files with the HR Team related to bargaining unit grievances. Research, analyze and report on various topics to identify trends or issues on HR topics such as, worker compensation, FMLA, turnover and employee engagement as requested by the HR Director or HR Consultant. Coordinates and facilitates special events such as National Student Employment Week celebrations.</p>
<p>Required Qualifications:</p><p>*High School Diploma/GED</p><p>*Four years of related office experience. Training/education may be substituted from some of the years of experience. </p><p>*Computer experience required.</p><p>*Specific knowledge related/skills to Human Resources and administrative procedures.</p><p>Preferred Qualifications:</p><p>*Work experience in a matrix, large, complex organization with multiple stakeholders.</p><p>*Prior experience in Human Resources.</p>
