The primary purpose of this position is the direction and oversight of the Payroll Department, with ultimate responsibility for ensuring that payroll disbursements are made based on approved schedule only upon proper authorization to bona fide employees, payroll disbursements are properly recorded, and that related legal requirements are in compliance. This includes the primary responsibility for goal setting, planning, and personnel management for the Payroll Department. The Director will directly supervise the Assistant Director (who has responsibility for the day-to-day operational functions of payroll) and the Payroll Support Personnel.
The incumbent will also be responsible for ensuring that the payroll department meets and exceeds the definitive list of payroll metrics, goals and performance measures associated with the Service Level Agreement. The Director will adhere to agreed upon policies, procedures, and timelines, defined in the payroll calendar that has been developed as a reference for the processing of payroll related activities that are to be performed by the campus payroll department. This position is responsible for the disbursement of W-2s and reprints as needed, as well as the timely payment and accurate distribution of the cost for unemployment.
This position will also serve as the University tax compliance officer for employment to ensure that all earnings of Non-Resident Aliens (NRA) and Resident Aliens (RA) employees are taxed accurately. Utilizing Windstar software to assure terms outlined in tax treaties are followed according to terms of the tax treaties that the Unites States government has with specific countries. This position is responsible for assuring full compliance with IRS, and Social Security Administration (SSA).
Execute payroll cycle from gross to net calculation (Dis 40) to payroll update (Dis 60)
Manage check and Direct Deposit control document to avoid duplicate numbers
Produce and transmit Direct Deposit ACH file to Bank
Execute and transmit all outbound interfaces
Complete payment reconciliations
Initiate 3rd party payments to vendors via core banking
Initiate payroll funding and tax payments via core banking
Initiate EFTPS transfers
Ensure all required reports are produced and reconciliations completed
Perform “year-end, year round” reconciliations after every payroll
Provide ACH Notifications of change (NOC) report for actions returned deposits or correction requests
Process all adjustments payroll each month
Prepare 941 and NC-5Q returns quarterly
Primary Function of Organizational Unit:
Organizationally, the Payroll Department is under the umbrella of the Division of Business and Finance, reporting directly to the Comptroller. The Payroll Dept. currently consists of five permanent positions: Payroll Director, Assistant Payroll Director, Lead Payroll Technician and two Payroll Support Specialists. Currently, we have two temporary employees. See attached organizational chart.
The Payroll unit has functional responsibility for all North Carolina A&T State University payrolls, and the accounting functions related to payroll. Payroll shares partial responsibility with Human Resources for timely and accurate salary compensation, distribution of pay, via direct deposit or checks, and the reconciliation and remittance of certain benefits and other deductions. Employee groups compensated include SHRA, EHRA, temporary, part-time faculty and students. The Payroll Department is also responsible for ensuring that the University is in full compliance with Internal Revenue Service (IRS), and rules and regulations governing payments made to non-resident aliens (NRA) by other federal agencies.
July 2010, North Carolina A&T State University transitioned to a new payroll system. We currently use BANNER HR/Payroll for processing bi-weekly payrolls for hourly students & temporary employees, as well as a monthly payroll for permanent and flat rate employees. Adjustment payrolls are utilized for both bi-weekly and monthly payrolls as needed. The purpose of the adjustment payrolls are to correct/adjust pay, refund deduction amounts processed in error, void and reissue checks/direct deposits as required, adjust YTD totals for earnings and/or deductions, reissue checks due to incorrect banking information, and other adjustments as necessary.
Approximately 3000 payroll checks/direct deposit statements are processed each month. The Payroll Department meets its purpose through: an on-line payroll system, BANNER HR/Payroll; and Windstar International tax Navigator Software. The Shared Service Center was created to handle certain processes relating to both bi-weekly and monthly payrolls.
A high level of knowledge and accuracy is demanded in the processing of payrolls because the Chancellor, Vice Chancellor for Business and Finance, and the University Comptroller expect work performance that does not contribute to audit findings. Pay documents go through many hands, and Payroll is the last line of defense for any improper salary payments and incorrect salary or benefit charges to departmental accounts. Therefore, the Payroll staff works very closely with Human Resources, the Provost's EHRA unit, Contracts and Grants, and the Budget Office to ensure employees' pay is correct.

Bachelor’s degree with 12 credit hours of accounting coursework; or Associate’s degree in Accounting; or Associate’s degree in Business or related discipline with 12 credit hours of accounting coursework; or equivalent combination of training and experience.
All degrees must be received from appropriately accredited institutions.
Graduation from a four-year college or university with an accounting or business related degree or an Associate Degree in Accounting or Business Administration and six years of payroll accounting; or an equivalent combination of education and experience.
Supervisory experience and knowledge of federal and state tax rules and regulations, tax treaties and visas.
Strong research and analytical skills.
